How personal trust, ambassadorial efforts, and Cold War security concerns secured Alberta’s and Canada’s access to U.S. oil markets.

On April 30, 1959, Canada pulled off a remarkable diplomatic victory. While the United States rolled out the Mandatory Oil Import Program to protect domestic producers from a flood of cheap foreign oil, Canadian crude secured an effective exemption for overland shipments. This outcome, largely achieved through personal diplomacy between Prime Minister John Diefenbaker and President Dwight D. Eisenhower, and a diplomatic blitz from Canadian and American ambassadors, preserved vital market access for Alberta producers and strengthened North American energy ties at a pivotal moment.

On March 10, 1959, President Dwight D. Eisenhower issued Proclamation 3279, launching the MOIP amid surging cheap imports. A major factor was the “Soviet oil offensive” of the late 1950s, which rapidly expanded USSR oil production and flooded Western Europe and global markets at discounted prices. This displaced Middle Eastern and Venezuelan crude, much of which then redirected toward the U.S. market. The program imposed strict quotas on overseas crude, later set at around 12.2 percent of domestic production, to shield American independent producers from these cheaper sea-borne supplies.

However, oil was also entering the United States via pipeline and was subject to negotiated import controls. Western Canada’s oil sector had boomed since the 1947 Leduc discovery. Production expanded rapidly, pipelines extended southward, and U.S. demand offered a natural market for Canadian oil. A prior voluntary import program had exempted hemispheric allies Canada and Venezuela, but the mandatory shift placed Canadian exports at risk. Diefenbaker, committed to advancing Canadian interests, found a receptive partner in Eisenhower. The two leaders shared a personal bond, strengthened by fishing trips and aligned Cold War priorities.[1]

Although the personal relationship between Diefenbaker and Eisenhower set the tone for Presidential support for an exemption for Canada, the real work unfolded through a sustained diplomatic blitz. Canada’s ambassador Arnold Heeney lobbied Congress and set his capable petroleum counselor Norm Chappel to work his connections in the Department of Defence and the petroleum industry. Both emphasized that secure overland Canadian oil strengthened continental defence far more reliably than distant tankers and was not a threat to American independent producers. In fact, at the time, some American independent producers argued that Canadian oil ought to be considered “domestic” rather than foreign.

Supporting this effort, U.S. Ambassador Livingston Merchant drew on his extensive Washington connections to persuade officials, including those inclined toward Venezuelan interests like Thomas Mann, of the merits of special treatment for Canada.

Mann was unconvinced and argued that Venezuela was more important than Canada and ought to be exempted as well. Mann’s view was acknowledged, but Merchant’s perspective ultimately prevailed.

These ambassadors operated as unsung heroes, building on groundwork laid by embassy staff such as Norm Chappell. Months of negotiations produced a compromise: Canada would refrain from building a pipeline to Montreal that might displace Venezuelan imports into eastern Canada. In exchange, Eisenhower’s April 30, 1959 amendment exempted oil transported overland, that is by pipeline, rail or truck, from the quotas. Although Canada was not explicitly named, it operated as an effective exemption and preserved the MOIP’s structure whilst delivering the desired result.

The effects were profound. Alberta producers gained stable access to the expansive U.S. market; southern directed pipeline development accelerated, reinforcing north-south energy linkages alongside domestic east-west infrastructure; Canadian exports surged, bolstering Alberta’s economy, government revenues, and the broader prosperity fueled by hydrocarbons in the postwar era.

However, as will be seen in the next episode, the exemption had a significant effect on Canada’s oil policy that firmly tied Canadian developments to the vagaries of American politics.

An unintended consequence was the benefit provided to Mexico because its oil entered the United States via truck and pipeline. Within a few years it was pejoratively know as the “El Loophole”.[2] Geopolitically, the exemption advanced continental integration, favouring proximate, secure supplies over more vulnerable overseas sources.

Venezuela, however, was left out of these benefits and reacted with displeasure. It accelerated diplomatic moves among producers that contributed to the founding of the Organization of Petroleum Exporting Countries (OPEC) in 1960. This unintended ripple highlighted the high stakes of oil trade policy.

The episode exemplified relationship-based bilateralism. Eisenhower’s team had been divided, some favoured inclusion, others worried about offending Venezuela, but the president’s support for Diefenbaker, combined with the ambassadors’ persistent advocacy, tipped the balance. It was personal trust and strategic reasoning, at a time of increasing tensions in the Cold War, that shaped the outcome. For a time, overland Canadian and Mexican supplies were treated as extensions of continental security rather than potentially destabilizing imports subject to sea-borne quotas.

This 1959 exemption stands as a notable chapter in North American energy relations. It demonstrated how targeted diplomacy, grounded in shared security concerns and geographic advantages, could navigate protectionist pressures while delivering mutual economic benefits. Alberta’s oil continued flowing south, strengthening bilateral ties at a pivotal moment in postwar development. Post-debate chaos fixed: Henry Borden's Royal Commission tames energy politics with independent NEB & "Borden Line" compromise in 1959. Balancing east-west oil markets!

In the late 1950s, Canada’s energy sector was a political powder keg. The infamous 1956 Great Pipeline Debate had torn Parliament apart, contributed to the defeat of the long-ruling Liberals, and left the country’s oil and gas future hanging in the balance.[1] Alberta’s booming oil production desperately needed reliable markets. Meanwhile, Eastern refineries remained heavily dependent on cheaper Venezuelan imports. Big oil companies, independent producers, deep regional tensions, and the looming threat of U.S. mandatory oil import restrictions created a perfect storm of uncertainty. Prime Minister John Diefenbaker’s response was to try to depoliticize the issue: he appointed the Royal Commission on Energy, chaired by the respected Henry Borden.[2]

Henry Borden (1901–1989) was a prominent Halifax-born lawyer, businessman, and public servant. He was the nephew of Sir Robert Laird Borden, Canada’s eighth Prime Minister (1911–1920), who had guided the country through the First World War. Educated at McGill, Dalhousie, and Oxford, Henry built a stellar career as one of Toronto’s top corporate lawyers and later served as president of Brazilian Traction, Light and Power Company (Brascan) from 1946 to 1963.[3] Under his leadership, the company expanded significantly in Latin America; today, a major 889 MW hydroelectric power plant on Brazil’s Pedras River bears his name—the Henry Borden plant—honoring his contributions to international infrastructure development.[4]

Borden assembled an impressive team of five experts from across Canada, representing finance, economics, law, policy, and engineering: J. Louis Levesque, George Britnell, Robert Howland, R.M. Hardy, and Leon Ladner. Their mandate was straightforward: recommend policies to regulate pipelines and energy exports and evaluate the creation of a National Energy Board to insulate these critical decisions from short-term political pressures.[5]

Spotlight on Robert D. Howland

One key member was Dr. Robert D. Howland from Nova Scotia. Prior to the Commission, Howland served as Deputy Minister of Trade and Industry in Nova Scotia, bringing strong policy and economic expertise with a focus on regional development and trade. His contributions to the Commission were so valuable that he was appointed the first Vice-Chairman of the National Energy Board (1959–1967). When founding Chairman Ian N. McKinnon retired in 1968, Howland succeeded him as Chairman, serving until 1973 and helping guide the young institution through its formative years.[6]

For six grueling months, the Commission conducted extensive hearings, reviewed more than 100 detailed submissions, and wrestled with the stubborn East-West divide. A particularly thorny issue was marketing Alberta’s surging oil production. Alberta independents, whose only markets were Canada and the United States, and various industry coalitions, had long pushed for an oil pipeline extension from Sarnia to Montreal. This idea appealed to many who envisioned a more unified and secure national energy market, reduced reliance on foreign supplies, and stronger east-west ties within Canada.

However, displacing Venezuelan crude in the Montreal market was complicated and carried risks. Eastern refineries were optimized for that imported oil, which came largely from Imperial Oil’s holdings, and abruptly shifting to higher-cost Alberta crude could raise consumer prices in Quebec and the Maritimes. There was also no guarantee that the refiners would take Alberta’s oil without some type of coercion. More critically, at the time Canadian oil exports to the United States operated under a Voluntary Oil Import Program. There was considerable pressure in Washington to convert this to a Mandatory program, which could curtail Canadian exports south of the border.[7] This added additional complexity to the Borden Commission’s consideration of the issue and a decision on oil marketing was delayed in order to focus on pressing natural gas issues and the proposal for a National Energy Board.

In October 1958, the Commission released its first landmark report, proposing an independent regulator shielded from political interference. Diefenbaker embraced the idea and the National Energy Board was created through an Act of Parliament in 1959.

The Borden Commission’s second report, issued in July 1959, introduced the recommendation of the pragmatic “Borden Line” (Ottawa Valley Line), dividing Canada’s oil markets: west of the Ottawa River would primarily use Alberta crude, while the east continued importing from Venezuela to maintain economic stability and diplomatic balances.[8]

The Borden Commission represented a high-water mark of Canadian pragmatism: visionary compromise amid competing interests and global headwinds. Its work laid the essential groundwork for stable, expert-led energy policy and led to the creation of the National Energy Board.

In the remote bush of northeastern British Columbia, a hard-driving oilman stood at the edge of one of the biggest gambles of his life. With vast natural gas reserves trapped in the Peace River country and markets hundreds of miles away, Frank McMahon was preparing to do what many called impossible: push a major pipeline across the rugged Canadian Rockies to Vancouver and across the U.S. border. The project would test his nerve, his diplomacy, and his willingness to risk everything on a single audacious vision. It was classic McMahon — a man who had risen from a low-paid driller in the wilderness to become one of Western Canada’s most transformative energy figures.

That larger-than-life boldness defined Francis Murray Patrick “Frank” McMahon. TIME magazine once praised him as the individual who “did the most to open up northwest Canada’s wilderness—and convince oilmen of its treasures.” From founding Pacific Petroleums to building Westcoast Transmission, McMahon embodied the risk-taking spirit of the early Western Canadian oil patch.

Born on October 2, 1902, in the tiny mining village of Moyie in British Columbia’s East Kootenays, McMahon was the son of a hard-rock miner. He attended Gonzaga University in Spokane, Washington — where he befriended fellow student Bing Crosby — but left after a few years to work on drilling crews. Starting as a diamond driller earning roughly $7 a day, he eventually launched his own contracting business in 1927.

In the 1930s, McMahon and his brothers George and John moved into oil (partnership with his brother George was central to their success.) He used his last $100 to secure a land option near Turner Valley, Alberta, and later bought additional acreage near Leduc before the famous 1947 discovery there. After Imperial Oil’s Leduc strike, McMahon activated Atlantic Oil Company on his holdings. The resulting Atlantic No. 3 well became legendary — a spectacular blowout that caught fire and burned uncontrollably for days. Oil spewed across the landscape, causing massive damage to local farmers. Bringing the well under control and paying for clean-up and compensation ultimately cost $1.4 million.[1] The dramatic episode generated enormous publicity and investor interest in “Pacific Pete,” giving McMahon the momentum to chase even bigger opportunities farther north.

The real prize lay in the Peace River region. McMahon’s company Pacific Petroleums made British Columbia’s first significant oil discovery at Fort St. John in 1951 and followed with major gas finds. McMahon had begun lobbying both Canadian and U.S. governments for natural gas export and import permissions as early as 1949 — the same year he incorporated Westcoast Transmission Company Limited by special act of Parliament. His vision was a roughly 1,046 km (650-mile) pipeline from Taylor, B.C., to Vancouver and then across the U.S. border, using American markets to make the project economic.

The obstacles were enormous: regulatory skepticism in Washington, where the Federal Power Commission initially favoured domestic supplies; a competing U.S. proposal; and brutal engineering challenges through mountains, rivers, and harsh terrain. McMahon proved relentless and persuasive. After an early setback, he closed a landmark 1954 deal with Pacific Northwest Pipeline Corp. — a $400-million agreement often called the biggest gas deal in history at the time. He and his partners negotiated like players in a “big poker game,” shuttling between cities in private planes.

McMahon’s boldest — and riskiest — move came even before the final regulatory approvals. With steel in short supply across North America, he ordered the enormous quantities of pipe months in advance, staking his company’s future on a gamble that could have bankrupted him if Washington said no.[2] The tension was intense.

When the U.S. Federal Power Commission finally granted approval in November 1955, crews swung into action, battling freezing winds, steep mountain passes, raging rivers, and mud-choked terrain. Completed in under two years at a cost of roughly $170 million, the Westcoast system — Canada’s first big-inch (30-inch) natural gas pipeline — began flowing in 1957. It supplied Vancouver, exported to the Pacific Northwest, lowered regional gas rates, and unlocked the commercial potential of northern B.C. resources.

Pacific Petroleums eventually sold its controlling interest to Phillips Petroleum. Westcoast Transmission endured, later becoming part of Westcoast Energy and today forming a key part of Enbridge’s network, with the core pipeline still operational.

Away from the oil patch, McMahon lived large. He co-owned Alberta Distillers, backed Broadway hits including The Pajama Game and Damn Yankees, and became a major player in Thoroughbred racing. In partnership with trainer Johnny Longden and Bing Crosby, he owned Majestic Prince, winner of the 1969 Kentucky Derby and Preakness Stakes. In 1960, Frank and George donated funds that helped create Calgary’s McMahon Stadium. He died in Hamilton, Bermuda, on May 20, 1986, at age 83.

Frank McMahon’s story is one of raw ambition and calculated daring. From a $7-a-day driller in the bush to the architect of transformative pipelines and companies, he helped forge the energy backbone that still powers much of Western Canada and the Pacific Northwest today. His willingness to bet everything on vision, steel, and frontier opportunity turned remote gas fields into a lasting national asset, demonstrated the enduring power of the wildcatter spirit.

Completed in 1957, the 1,046 kilometre long Westcoast Transmission pipeline, Frank McMahon’s audacious gamble, delivered its first natural gas from British Columbia’s Peace River to the Vancouver area and the U.S. border. Facing U.S. regulatory scepticism and acute steel shortages, McMahon boldly ordered pipe ahead of approvals and negotiated a groundbreaking $400-million market-sharing deal. Completed in under two years despite punishing mountain and weather challenges, the pipeline forged a vital transboundary energy corridor, delivered affordable gas to consumers, and showcased Canada’s bold capacity for large-scale continental infrastructure. Note: There was a precedent of U.S. approval during the Korean War for Canadian gas to fuel the Anaconda copper mine in Montana, but this was an exception rather than the rule. The Westcoast system itself doesn’t go directly to Vancouver but rather it goes Huntingdon; another pipe owned by another company takes it to Vancouver.

How a Youth Protest at Maple Leaf Gardens Helped Topple the Liberals in 1957.

A year after the Great Pipeline Debate of 1956, the governing Liberals called an election. By early June 1957, the federal election campaign felt like a foregone conclusion for the Liberals. After 22 uninterrupted years in power, 75-year-old Louis St. Laurent — affectionately portrayed as “Uncle Louis” — projected the image of a steady, grandfatherly leader who had shepherded Canada through postwar prosperity. The economy was strong, and polls showed the party maintaining a comfortable lead over the Progressive Conservatives and their new leader John G. Diefenbaker. A massive final Liberal rally at Toronto’s Maple Leaf Gardens on June 7 was meant to be a triumphant send-off before voting day on June 10.

Few anticipated that a group of Toronto high school teenagers would shatter the evening’s scripted confidence. John Ridell recalls, “We decided to carry out a pro-Diefenbaker demonstration on the floor of the arena.” Among them was 15-year-old William (Bill) Hatton from Malton, Ontario who would become the flashpoint of the protest. These were not hardened political operatives, but precocious students energized by the lingering fallout from the 1956 pipeline debate and a sense that the long-governing Liberals had grown arrogant and disconnected.[1]

The boys had planned their action carefully. They assembled signs, some featuring St. Laurent’s portrait that could be stripped away to reveal images of Progressive Conservative leader John Diefenbaker underneath. One picket stick was partially sawed through in advance so it could be snapped on cue.

The group of boys made their way to Maple Leaf Gardens to infiltrate the rally. As St. Laurent began speaking to the crowd of over 10,000, the group made their way to the arena floor, “Out we sauntered onto the floor waving our signs in front of the 10,000, greeted by a chorus of boos and angry, shaking fists.” Another account of the event reveals that “When the prime minister attacked the Conservatives for acting selfishly during the pipeline debate, Hatton took action.” While others waved their transformed signs, Hatton advanced alone toward the elevated speakers’ platform.

Reaching within metres of the Prime Minister, Hatton declared, “I’ve had enough of this hypocrisy,” then dramatically broke the weakened picket sign over his knee and tore up the photograph of St. Laurent. Chaos erupted. As described by St. Laurent’s biographer Dale C. Thomson, “The seventy-five-year-old leader stared, open-mouthed and uncomprehending, at the spectacle; the crowd watched in hushed silence.” Vincent Regan, president of the Toronto and Yorks Liberal Association, rushed forward to intervene. In the scuffle, Hatton was pushed backward, fell down the stairs, and struck his head on the concrete floor with a sickening thud. “A horrified gasp rose from the crowd as the figure lay, crumpled and alone, a few feet below the Prime Minister of Canada.” The hall fell into stunned silence; St. Laurent stared in visible shock. Attendants quickly aided the boy, who was not seriously injured but was taken from the hall amid growing murmurs; the press was blocked from entering the room where the boy was held. Then the police took him to the hospital where he quickly recovered.

The carefully orchestrated rally dissolved. Instead of applause for the Prime Minister, the crowd’s attention — and indignation — turned toward the platform. One newspaper of the day reported, “When the boy crashed to the cement floor, all the steam—all the fun—went out of the meeting. The 12,000 in the audience who had been enjoying the traditional combat of speakers versus hecklers were stunned into a sickened silence.” Another newspaper wrote, “Meanwhile a crowd formed around him. One spectator shouted: “This is what happens under a Liberal government!”

The incident, captured in Toronto newspapers the next day with headlines about the “teen-age heckler,” crystallized a broader frustration. It symbolized a generational undertone: younger Canadians, less deferential to the old establishment, expressing raw discontent with what they saw as paternalistic overreach being shoved out of the way — the same hubris that had defined the pipeline controversy the year before.

The timing could not have been more damaging. The pipeline debate’s procedural scandals had already eroded trust. Diefenbaker’s energetic, populist campaign, focused on restoring parliamentary dignity and “One Canada,” was gaining unexpected momentum — particularly in Ontario. The Maple Leaf Gardens moment amplified that shift. What began as a bold youth protest to bring heckling back to rallies, aligned perfectly with a shifting voter sentiment against perceived Liberal arrogance and the momentum of the Diefenbaker campaign.

On June 10, the results stunned political observers. Diefenbaker’s Progressive Conservatives formed a minority government, ending 22 years of Liberal rule. While the Liberals won the popular vote nationally, they lost the seat count. The decisive margin came in Ontario, where Diefenbaker swept a commanding number of seats — a dramatic breakthrough in the country’s most populous province, precisely where the teen confrontation had unfolded. The incident, though small in isolation, fed a narrative of momentum and optics that polls had missed.

In the aftermath, the story of the boy’s protest lingered as a vivid emblem of change. It revealed how elections can turn on human moments rather than policy alone: a teenager’s bold challenge contrasting with an elderly statesman’s visible discomfort. It underscored the power of perceived authenticity, the risks of overconfidence in long-dominant parties, and the role youth can play in signaling wider discontent.

St. Laurent retired soon after. Diefenbaker’s rise ushered in a more vigorous, if turbulent, era. The 1957–58 elections stand as a reminder that in politics, symbolism and timing often outweigh grand strategy — and that even a single dramatic protest by the young can help accelerate the end of an era.

In the spring of 1956, Canada stood on the cusp of an ambitious nation-building project. Natural gas from Alberta’s booming fields promised to fuel factories and heat homes in rapidly growing central Canada. After much wrangling, the Trans-Canada Pipeline was to follow an all-Canadian route, snaking eastward across the Prairies, through the formidable Canadian Shield of northern Ontario, and onward to Quebec. For C.D. Howe, the powerful “Minister of Everything” and architect of Canada’s wartime economy, this was the modern equivalent of the Canadian Pacific Railway, a vital east-west link for national unity and postwar prosperity.

The project, under consideration for over five years, carried desperate urgency. Steel pipe was in short supply amid a massive North American boom in pipeline and infrastructure construction. The consortium, TransCanada PipeLines Ltd., had secured scarce allocations, but those rights carried a hard deadline. Parliamentary approval had to come by early June or the company would forfeit the steel and miss the 1956 construction window entirely. Replacement pipe in such a hot market seemed nearly impossible. For Howe and the Liberals, after 21 years in power, delay was not an option.

Yet the urgency clashed with deep suspicions. The chosen vehicle blended Canadian and substantial American capital with the federal government backstopping the financial arrangements. Critics feared U.S. interests would dominate a strategic resource. Financing required government guarantees for the costly Canadian Shield section — a public risk for private gain, many charged. After two decades in office, the Liberals under Prime Minister Louis St. Laurent appeared impatient with dissent.

The real storm erupted over procedure. Debate opened on May 8, 1956. Opposition parties, Progressive Conservatives under George Drew and the Co-operative Commonwealth Federation (CCF) under M.J. Coldwell, launched filibusters demanding fuller scrutiny. The government responded repeatedly with closure, the procedural guillotine unused since 1932. Applying it at every stage felt like an abuse of power.

Tensions escalated through late May. MPs thumped desks, shouted across the floor, and grew exhausted. Scuffles broke out. Speaker René Beaudoin faced accusations of bias. On June 1 — “Black Friday” — Beaudoin reversed a prior ruling that might have extended debate. Chaos erupted. MPs surged into the aisles. CCF leader M.J. Coldwell shook his fist at the Speaker. The chamber descended into pandemonium as the bill was forced through.

That same day, tragedy struck. Liberal MP Lorne MacDougall, a war veteran and former dentist who had aided the ailing Speaker with heart pills weeks earlier, collapsed from a heart attack in the Centre Block. The intense stress and long nights of the debate was widely blamed. His death cast a sombre pall over Parliament.

The bill was forced through and passed on June 6. Construction began and the pipeline began transporting natural gas to central Canada from Alberta in 1958. But the political damage was irreversible. The pipeline mattered less than the spectacle of a government muzzling Parliament to serve what critics called American-dominated interests under steel-pipe deadline pressure. Newspapers decried the procedural abuse. The image of a tired, entitled regime took hold.

The episode also accelerated change within the Progressive Conservatives. George Drew, who had led the party since 1948, had been ailing after a near-fatal bout of meningitis earlier in 1956. He resigned in the fall. A leadership convention followed in December. John Diefenbaker, who had gained national prominence for his fiery performances during the pipeline debate, capitalized on the moment. His passionate attacks on Liberal “dictatorship” and arrogance resonated with delegates. Diefenbaker won the leadership on the first ballot, transforming the PCs into a more populist, crusading force heading into the 1957 election.

Diefenbaker framed the pipeline affair as Exhibit A in his indictment of Liberal hubris. He campaigned energetically on restoring parliamentary democracy and asserting Canadian control. Heading into the June 1957 vote, the Liberals carried the baggage of perceived contempt for democratic norms. Their long grip on power, once a symbol of competent stewardship, now looked like dangerous overreach.

On June 10, 1957, voters delivered a surprise: the Progressive Conservatives formed a minority government, ending 22 years of Liberal rule. St. Laurent’s paternal “Uncle Louis” aura had cracked. The pipeline debate had not only exposed procedural vulnerabilities but helped install a new leader who would reshape Canadian politics for years to come.

This event still symbolizes the risks of governmental overreach. When urgency meets arrogance — especially around high-stakes infrastructure — even essential projects can become political poison. Process and optics matter as much as outcomes, a lesson that echoes whenever governments grow impatient with democracy’.

After 133 consecutive dry holes, on 13 February 1947, Imperial Oil’s Leduc No. 1 well roared to life. This event ignited one of the most dramatic turnarounds in Canadian resource history. Geologist Steve Cosburn identified the signs in core samples, tool push Vern “Dry Hole” Hunter drove the final push through the bitter Alberta winter, and the towering flare—witnessed by nearly 500 onlookers—heralded the birth of the modern oil era in Canada. This incredible strike unleashed Alberta’s post-war boom, spawning new towns like Devon, fuelling rapid population and industrial growth, and cementing Canada’s ascent as a global energy force—production continues to this day.

If charting the route for the Trans Mountain Pipeline was grueling, building it was downright perilous. By the time the first pipes arrived in the Rockies, the project had already been dubbed “the roughest pipeline job on the globe.” The legendary 1953 LIFE magazine article “The Triumph of Big Inch-by-Inch” profiled the project and captured the chaos and danger facing the crews that took on mountains no one else dared.

Comstock-Midwestern Ltd., subcontracted by Canadian Bechtel, took the colossal gamble after other contractors surveyed the terrain and walked away. Costs soared to $1,000 per foot in the worst cliff-sided sections (compared to $10 per foot in average bad country). Equipment frequently got out of control: bulldozers slid down cliffs, plunged into rock-strewn rivers, or were buried in landslides. Tragically, six men lost their lives during the 11-month push through the mountains.

Day-to-day work was a real test of nerves. Operators of bulldozers and other heavy machinery worked at “crazy angles” on nearly vertical slopes, lashed to their seats only by rigged ropes and safety belts to keep them from being thrown from their seats. The LIFE piece highlighted dramatic moments: suspended tractors dangling by cable to clear trenches after blasts, drillers and explosives teams dangled from ropes as they prepared dynamite charges on sheer cliffs, hoping the blast didn’t send them tumbling down with the debris from exploded rock faces. One caption described a broken tractor that bounced into a ravine after a cable snapped—damaged beyond repair, but its operator survived by bailing out in time.

That’s how the “Bird Club” was born: a tongue-in-cheek exclusive fraternity for those who survived bailing out of runaway machines. As LIFE put it: “many of the veterans early qualified for membership in the ‘Bird Club,’ which means they successfully bailed out of a machine out of control and about to dive to destruction.” You didn’t join the Bird Club by choice; you earned your wings when the mountain decided it was your turn to fly. .” It was almost like a classic 1950s adrenaline junkie’s rite of passage; rigged harnesses and ropes offered a slim chance at survival, but the real membership came from that split-second decision to abandon ship and “fly” to safety.

These black-and-white shots capture the steep, treacherous slopes where heavy equipment teetered and crews worked with ropes and cables—exactly the kind of scenes that spawned the “Bird Club.”

The crews themselves were a mix of tough, veteran U.S. pipelayers, many with decades of experience from swamps in South America to the Near East, and Canadian “tenderfeet” doing the grunt work. Their “occupational diseases” included mangled arms, broken bones, and ailments from distant jobs. They earned around $1,000 a month after taxes but job security was almost non-existent. The LIFE article explained: “Men get fired at the snap of a finger.” One foreman was fired on the spot for executing a high-risk plan to blast a 200-foot cliff face, which sent rock over a railroad track into a 600-foot canyon below. Most talked about retiring, but when spring came, despite the hazards, they packed up and chased the next big job.

Against all odds, these men built the pipeline to its “Golden weld” near Aldergrove in August 1953. The “Bird Club” embodied the fearless, high-risk spirit that pushed the project to completion. They left behind more than pipes and welds; they left a legacy of men defying gravity, cheating disaster, and earning their wings through sheer guts.

So the next time you see a pipeline cut through the mountains, remember: it wasn’t just machinery and money that made it happen. It was people, facing down danger and sometimes taking flight — literally — to get the job done.

Together, Arne Bryan’s meticulous pathfinding through wilderness and the crews’ daring on those perilous slopes formed the human backbone of the pipeline’s legacy. In an era of modern debates over pipelines, these stories—of surveyors braving bears and blizzards, and pipelayers joining the “Bird Club” with a timely leap—remind us what determination (and a whole lot of guts) can achieve.

The original Trans Mountain Pipeline, completed in the early 1950s, stands as a remarkable feat of Canadian engineering and determination to get things done. A consortium of investors began investigating routes in early 1950 following the 1947 Leduc oil discovery, selecting Yellowhead Pass as the optimal path. The Trans Mountain Oil Pipe Line Company was incorporated by a special Act of Parliament on March 21, 1951 and on the same day submitted its construction proposal to the federal Board of Transport Commissioners. Hearings were held nine months later. In attendance were representatives from the company, Alberta, British Columbia, and the federal government. The hearings began on December 10, 1951, and approval came swiftly on December 13, 1951, after just three days, with the Board deeming the project in the public interest due to economic and strategic needs amid the ongoing Korean War. No public consultation or environmental assessment was required at the time.

Construction began in February 1952 and the pipeline was completed in just 18 months. The pipeline stretches 1,150 kilometers from Edmonton to Burnaby, BC, carving through the rugged Rocky Mountains. This is a story of visionaries, surveyors braving wilderness, and crews facing death-defying risks to connect Canada’s heartland to the west coast and help build a modern nation in the process.1

Arne Bryan: The Lead Surveyor Who Charted the Impossible Path

Arne Bryan, born in 1918 on a prairie homestead in Stettler, Alberta, emerged as one of the key figures in plotting the pipeline’s route. Working for Lockwood, Kessler & Bartlett on the $93 million project, he took charge of a small survey team after the original surveyor was reassigned. Drawing on his University of British Columbia geography studies (funded by a post-war veteran’s grant), Bryan mastered the transit tool (a telescope-like surveying tool) and relied heavily on aerial photographs to map the 1,150-kilometer path.

The terrain tested every ounce of his and his team’s endurance. They faced everything the Rockies could throw at them: dense forests, mountain blizzards, snowdrifts, rainstorms, and extreme cold. At one point, his main surveying tool, the transit, froze and wouldn’t work! In the Rockies west of Jasper, near Three Sisters, they pushed south toward Kamloops, using Jeeps where roads allowed and trekking on foot otherwise. At Little Fort, five-foot snowdrifts forced snowshoes, but tree blazes marked five to six feet above the snow level—confusing construction crews once spring melt arrived.

Bears were a constant hazard as they loitered on the cleared lines through the forest. Bryan recalled, “Bears could be a problem. We’d come back to the survey site after lunch or something and there would be two or three bears on the line so we had to be a little bit cautious. They liked the cleared walk along the line.”

Bryan’s work demanded precision in near-impossible conditions. He recounted how the thick forest often hid ravines or sudden deep drops and he had to divert the route around these obstacles. Later, he inspected 22 river crossings in a challenging 51-km stretch of the Coquihalla Valley for Canadian Bechtel, accessing sites by helicopter because not even logging roads were there, only the Kettle Valley Railway. Texas crews called it the roughest pipeline they’d ever laid due to sheer cliffs, requiring three tractors cabled together to lower side-booms for ditching.

Bryan saw the project through to completion, eventually retiring in Surrey with the pipeline running through his backyard. The legacy he helped build is still visible and operational: a 60-foot right-of-way stretching through some of Canada’s wildest country, a physical reminder of the audacity of the era.

Let’s take Steve Cosburn first. His early life sounds like something out of a frontier novel. Born in Calgary in 1917, just months after his father was killed at Vimy Ridge during World War I, Steve endured another early tragedy. His mother, heartbroken by the news delivered by an officer at their modest home near Nose Hill, Alberta, suffered declining health and passed away when he was young. Orphaned, young Steve found refuge with Mr. White of White’s Dairy, who gifted him a horse named Blackie, and that horse became everything. Steve rode it to school, then roamed the prairies after classes.

Those rides took him to the nearby Tsuut’ina Nation (known as the Sarcee Reserve back then). While many Indigenous children were away at residential schools, the community treated this blonde orphan like family. One proud moment he never forgot was when he tracked and recovered their missing horses. Steve jumped on Blackie, tracked the cold trail for miles along the Old Banff Trail west of Calgary, and led them triumphantly through the city. He was celebrated as a hero. That was probably the proudest day of his childhood.[1]

Steve Cosburn’s entry into the oil industry was as determined as his early exploits. Thanks to a scholarship for children of fallen soldiers, he graduated from the University of Alberta, working summers with Imperial Oil. This practical experience honed his skills in geology and exploration, taking him to sites like Turner Valley, Black Diamond, and Norman Wells. World War II interrupted, but it built up his experience and amplified his resilience. Commissioned as an officer in the Canadian Royal Engineers after training at Gordon Head in Victoria, B.C., he instructed soldiers at Petawawa, Ontario, on explosives and bridge-building.

Assigned to the U.S. Army’s CANOL project in Norman Wells under Dr. Ted Link, Cosburn served as a liaison between Canadian and American forces during the construction of the Alaska Highway while also aiding wartime oil production. Toward war’s end, overseeing roadwork on the highway, he turned down a captaincy with the North West Highway Command to return to civilian life—though he retained his officer’s commission.

Married in 1943 in the middle of the war, he and his wife settled in Black Diamond, then after the 1947 Leduc discovery they moved to Devon, the newly built town named after the Devonian formation, the source of the Leduc oil. As geologist on Leduc No. 1, he came home one night with a crude oil smell on his coveralls. His wife knew—they’d hit a breakthrough. The conditions were brutal: freezing cold, endless breakdowns, the shadow of 133 prior dry holes. But Steve’s wartime discipline and prairie-bred endurance kept him steady, contributing to the success of the find.

Steve Cosburn’s counterpart was Vern Hunter, the chief driller, the tool push, on Leduc No. 1. Vern shared a similar spirit of perseverance and tenacity, earning him a place as an oilpatch legend. Aubrey Kerr’s book, Leduc, portrays Vern as the ultimate “dry hole” guy who finally broke through with success.[2] Born in 1906 in Nanton, Alberta, Vern was the son of a Baptist minister. The family moved to Calgary in 1918 where he thrived. His scoutmaster, George R. Pearkes (Victoria Cross winner, later B.C. Lieutenant Governor) saw his potential and got him a job at Royalite Oil (a subsidiary of Imperial Oil) in 1927. Vern started in the office, but soon he was roughnecking[3] in Turner Valley: 12-hour shifts, $10 pay, no days off, no vacations, no sick leave. Depression-era grind that built his reputation for being tough and relentless.

By 1940 he was a tool push, running rigs, pioneering portable diesel units, with increasing levels of responsibility. In the early 1940s Vern was a superintendent on the CANOL project at Norman Wells, overlapping Steve Cosburn’s time there as well. Perhaps they knew one another before the Leduc discovery! Like Steve, Vern was moving around all over the N.W.T, B.C., Alberta and Saskatchewan—wherever there might be the possibility of a find. Then came the nickname “Dry Hole Hunter.” Aubrey Kerr notes Vern was sensitive about it—earned from dozens of unproductive exploratory wells, mostly in Saskatchewan during the 1940s. Imperial spent millions on those wells. No oil. But here’s the irony: core samples from many of those dry holes showed massive potash deposits. Saskatchewan’s potash industry boomed from them later. For oil guys like Hunter, though? Just more dusters.

Despite what seemed like bad luck, Vern’s experience and work ethic kept him in the game. In the fall of 1946, Imperial sent him back to Alberta, to Mike Turta’s farm near Leduc. Seismic looked promising, but Hunter figured another dry hole—no big oil within 80 km. Drilling began November 20, reaching promising Devonian rock at 1,500 meters. Despite doubts, Hunter pressed on, even quipping about the rig’s unpredictability when pressed to predict success. On February 13, 1947, 500 people gathered to see the drilling, but there was a pre-dawn incident that could have been a nightmare. The sand line parted the night before and the swabbing drum shaft snapped inside the casing. Hunter and his crew spliced it overnight. By 4 p.m., amid 500 shivering onlookers, oil erupted, flaring dramatically in a smoke ring—a driller’s good omen. Aubrey Kerr calls Hunter the guy who “midwifed” the modern industry. Exhausted, he skipped the Edmonton party and went home to bed.

The persistence of people like Steve Cosburn and Vern Hunter transformed Alberta: from 21,000 barrels per day in 1946 to booming production a few years later, spawning fields like Redwater and Golden Spike. Both Cosburn and Hunter exemplify the rugged individualism, determination, and tenacity that fueled Canada’s energy ascent. Orphaned and preacher’s son alike, they entered the industry through scholarships, summer jobs, and sheer will, enduring isolation, wartime demands, and the oilpatch’s unforgiving elements—freezing winds, mechanical perils, and the sting of failure. Their stories, from prairie horse chases to explosive rig repairs, highlight how personal resilience in tough conditions helped build a nation’s prosperity. The world is once again reeling from a major crisis centered on Iran. The U.S. and Israeli actions targeting Iran’s leadership and military has disrupted global oil and natural gas supply movements. Prices have surged and global energy markets are in turmoil, with fears of prolonged shortages, inflation shocks, and economic pain rippling far beyond the Middle East.

This isn’t the first time an Iranian upheaval has sent shockwaves through global energy systems (and Canadian politics). It happened before—in 1979. Forty-seven years ago, the Iranian Revolution contributed to the collapse of a newly elected minority Canadian government over an 18 cent gas tax.

In January 1979, massive protests toppled the Shah of Iran. Ayatollah Khomeini returned from exile, declared an Islamic Republic, and Iran’s oil production plunged from 6 million barrels per day to under 2 million. Nearly 5 million barrels vanished from world markets overnight.

Oil prices exploded—from roughly $15 to $40 a barrel. Gas lines formed, inflation soared, and panic buying gripped the West. Canada, rich in oil but politically fractured, felt the shockwave, with the global crisis colliding with a fragile new government in Ottawa.

The May 1979 federal election had already upended Canadian politics. Pierre Trudeau’s Liberals, worn down by economic troubles and western alienation, lost power. Progressive Conservative leader, 39-year-old Joe Clark, formed a minority government—the youngest prime minister in Canadian history. A few months into his government, as oil supply disruptions intensified, media coverage of Clark was merciless. Clark was painted as too young, too inexperienced, and out of his depth at a moment of global crisis. “It’s the year of the child,” sneered former Conservative prime minister John Diefenbaker. Liberals hammered the theme: Canada needed a steady, competent hand like Trudeau, not a rookie.

Clark promised better relations with Alberta’s oil powerhouse under Premier Peter Lougheed, privatization of Petro-Canada, and less federal interference in energy. But his minority government rested on razor-thin support.

Then came December 1979—a moment of colossal miscalculation.

With prices still climbing, Finance Minister John Crosbie tabled the government’s first budget on December 11th. Crosbie and Clark declared there would be short-term pain for long-term gain. To fight inflation and fund energy security, the budget included an 18-cent-per-gallon increase on gasoline (plus higher taxes on tobacco and alcohol). The measure made fiscal sense on paper, but politically it was dynamite.
